I’m happy to inform you that the City of San Diego held a groundbreaking ceremony for the Riviera Del Sol Neighborhood Park on February 1st, 2022 to mark the start of this project. This project will serve the Otay Mesa Community in District 8.
This empty lot was promised to residents to become a park decades ago and never came to fruition. It sat empty for 20 years. As your Councilmember, one of my priorities is to build more parks in our neighborhoods and provide children and families access to green space and active recreation opportunities. There are 4 more empty lots, just like this one, that I will continue to fight for!
Timeline
The Riviera Del Sol project includes the construction of a 4.8-acre park located at 4536 Riviera Shores Street. Construction is anticipated to be from Winter 2022 to Spring 2023. Stay tuned for more updates!
Funding
Riviera Del Sol Neighborhood Park is being funded by Otay Mesa and the Otay Mesa West Facilities Benefit Assessment.

4 More Empty Lots
The 4 other empty lots that I’m fighting for are: Southwest Park, Hidden Trails Park, Dennery Ranch Park and Beyer Park.
Southwest Park
- This project provides for design and construction of a new neighborhood park located east of the interstate-5 and bounded by 25th Street, 27th Street, and Grove Avenue. The proposed neighborhood park is located in the Otay Mesa-Nestor Community within Council District 8 and will provide approximately 11.5 acres of population-based park land in this park deficient community.
- The General Development Plan (GDP) for this project was approved by the Park and Recreation board on February 18th, 2021.
- The next phase is design completion and the preparation of construction documents.
- This phase is estimated to cost between $800,000 to $1,000,000.
- Design phase scheduled to be completed at the end of FY23
Hidden Trails Park
- This project provides for the acquisition, design and construction of an approximately 3.7 acre Neighborhood Park located in the Hidden Trails Subdivision. The improvements include new restroom building, shade structures, exercise equipment, children’s play area, half-court basketball, security lighting, site furnishings, and other park amenities.
- The General Development Plan (GDP) for this project was approved by the Park and Recreation board on January 21st, 2021.
- The next phase is design completion and the preparation of construction documents.
- This project will need $480,000 for the design phase.
- Design completion is anticipated Spring 2023.
- GDP is attached.
Dennery Ranch Park
- The project consists of the design and construction of Dennery Ranch Neighborhood Park in the Otay Mesa Community.
- The project originally opened bids in January 2019, and the lowest bid came in significantly over budget. The project was rebid in early 2021. Two proposals were received, but both were determined to be non-responsive by EOCP and Contracts. The developer, Tri-Pointe (formerly Pardee), is currently reviewing next steps to re-advertise the project in order to secure responsive proposals. An amendment to the reimbursement agreement for the park may be necessary.
- We will continue monitoring to ensure we move forward accordingly.
Beyer Park
One of my priorities as your Councilmember is to ensure our communities have equitable access to green space. Therefore, it is my pleasure to inform you that the City of San Diego received $8.5 million dollars in grant funding to initiate the construction for the first phase of Beyer Park.
